They were correctly identified by Jeff Hammer who said, “The picture was taken when they were the 1995 Senior FFA  Snoball Candidates. Jeff ended up becoming  the Snoball King.  A little side information  about Rachel is, she later became  Miss Rodeo Minnesota.”
