For the past 4 1/2 years the Becker-Clay County Special Education Cooperative has been under the host school district, Detroit Lakes, but on January 11, 1973, at the Career Education Center (Project Serve) in Audubon, this special education cooperative was set up with the same operation procedures as that of a school district. The only difference is that it does not have any taxing power.
