A rural Frazee man was convicted by a jury and sentenced to two separate and concurrent 12-year prison sentences on two counts of first-degree felony criminal sexual conduct in Becker County District Court.

Douglas David Carr, 45, of rural Frazee, was initially charged with six felony counts of first-degree criminal sexual conduct.

A jury convicted him on all six counts in March. Prior to sentencing, the six counts were amended to one count for each victim of felony first-degree criminal sexual conduct, penetration, victim under 16-years of age, significant relationship, multiple acts over time.

Two female victims in the case both testified on incidents that occurred in 2020.

According to court records, a family member disclosed that Carr sexually assaulted her from a very young age on numerous occasions, starting in 2004. The report was made on May 5, 2020. Two days later, the victim completed a forensic interview at Red River Children’s Advocacy Center in Fargo, N.D.

Police interviewed another family member three weeks later. The female relative also reported being sexually assaulted by Carr numerous times from a very young age.

Carr’s attorney, Andrew Berger, argued against consecutive sentencing in a written motion and asked the judge to consider placing the defendant on probation.

Becker County Attorney and Prosecutor Brian McDonald argued for consecutive sentences stating that the defendant must be held accountable to both victims.

Becker County District Judge Gretchen Thilmony sentenced Carr to 12 years in prison at St. Cloud on each of two felony counts, for a total prison term of 24 years.

Carr will spend at least 16 years in prison. One-third of the sentence will be served on supervised release. In Minnesota, inmates are required to serve two-thirds of their sentence in custody. The remaining one-third is served on supervised release if the inmate earns their good time.

Carr was credited for 81 days served in jail and fined $100 plus $210 in court fees.

Other conditions include that he must register as a predatory offender and is prohibited from owning guns or ammunition for life. Upon release from prison, Carr will be on conditional release for 99 years.
