Otter Tail County License Center staff are urging residents who plan to leave Minnesota for the winter to renew their driver’s licenses or state identification cards now, warning that processing delays of up to three months could leave them without valid ID while away.

A surge in applications tied to the May 7, 2025, REAL ID deadline has significantly slowed the production and delivery of Minnesota driver’s licenses and ID cards. Residents typically receive their hard card by mail within a few weeks, but many are now waiting as long as 90 days.

“This delay means if your license or ID is set to expire while you’re out of state this winter, and you wait too long to renew, you may not receive your new card before you leave,” said Otter Tail County License Center Supervisor Kate Rundell. “And unfortunately, cards are not forwarded by the post office. If your mail is forwarded, the card will be returned to St. Paul.”

Residents who leave Minnesota for extended periods—often referred to as snowbirds—are especially at risk. Officials say these individuals should take immediate action if their license or ID expires between August and March.
