Notes from the Chief

Here is the breakdown of Calls For Service for the Frazee Police Department. The numbers are a bit higher than 2022 (1156), which is directly related to more traffic stops by our officers in 2023.  

The majority of call numbers were within a few calls versus the year prior. The variety of calls that you read about each week are tallied for 2023. Most of these calls are self-explanatory, but I will explain a few so you won’t be scratching your heads wondering what these calls are about.  

Court Order Violations deal with Harassment Restraining Orders (HRO), Orders for Protection (OFP) and Domestic Abuse No Contact Order (DANCO). All of these orders are signed by a judge barring one person from having contact with another or others. The difference between the three is the severity of the issue between the two parties.  

HRO’s are usually for someone bothering a neighbor or family member for example. Usually non-violent and involving some people not  getting along.  

An OFP is signed when there is more of a threat to one of the parties. This can be a result of abuse in the past or present where the two parties need to be kept apart from each other for safety reasons.  

A DANCO is put into place when there has been a recent investigation and one person is being charged with a crime. The judge signs this order to protect the victim of a crime. These court order violations only go one way. The petitioner files with the court and the paper is served to the respondent. The respondent will have to file their own HRO if they feel they are being harassed.

Crimes Against Families is another number for the Frazee PD. These calls usually involve children’s welfare and also the welfare of adults, mostly those listed as vulnerable adults. Frazee PD works very closely with Becker County Human Services (Child Protection) on these cases. All of the cases are cross reported with Human Services and we assist on home visits and initiate a criminal investigation when needed.  

Civil Complaints can involve people not getting along and disputing the custody of their children, or people who share property and can’t decide who gets what in a break up. Most times the officer does not make a decision as to who gets what, as this is a civil matter not a criminal. If the issue cannot be handled civilly, they need to take matters in front of a judge and let the courts decide.  

Officer Detail is sort of a miscellaneous call group with things varying from gas drive-offs to giving someone a ride home to having to break into someone’s home because they left their keys inside.  

Welfare Checks are basically checking up on people that someone either hasn’t heard from in some time or dealing with someone that isn’t in their right place according to the caller.  These calls can lead to helping someone who is lost, someone who is having a mental crisis, or even finding a deceased person.  Some of these calls can be very basic while some can be very unpredictable.

Suspicious Activity calls can be very basic but can be very dangerous too.  A report of a vehicle at a park can just be two young people “talking in the backseat.” It can also be a person with a felony warrant who does not want to go back to prison and has several weapons with them. One never knows what the call is going to be when it comes out.

9:01 a.m. Male reporting that his girlfriend’s ex is harassing him through other people.  

12:18 p.m. Assist with a medical.

Wednesday, Jan. 3

5:12 p.m. Vehicle unlock.

Thursday, Jan. 4

11:07 a.m. Parent calling PD to report their child being harassed at the elementary school. Officer advised that this was a school issue.

4:23 p.m. Report of suspicious male between buildings and RR tracks. Unable to locate.

Friday, Jan. 5

11:13 a.m. Assist with a medical.

Saturday, Jan. 6

3:18 p.m. Disturbance between two males arguing over a female.

Sunday, Jan. 7

12:57 a.m. 911 hang-up with screaming in the background. Officer and deputy went to the residence and no one would come to the door.

11:44 a.m. Domestic incident between male and female.  

9:21 p.m. Medical alarm reported. Canceled while enroute.

9:36 p.m. Suspicious activity at the gas station with a female from above domestic loitering around. Female and male are homeless and having domestic issues.

Monday, Jan. 8

12:45 p.m. Caller from out of town called to report that his black lab was missing in case we came across the dog.

7:07 p.m. 911 hang-up with a small child on the line.  Officer went to the residence and all was quiet and calm.  Officer talked with the adults who found a 3 yr. old with a phone. 

8:24 p.m. Assist with a traffic stop where the male had an out of county warrant.

Tuesday, Jan. 9

9:47 a.m. Assist county with looking for a juvenile runaway from Moorhead. 

1:15 p.m. Vehicle unlock.

1:22 p.m. Two parking warnings given to vehicles after the snow fall.

Wednesday, Jan. 10

6:41 p.m. Parking complaint of a vehicle in a no parking zone, November-April. Officer talked with the vehicle owner and they will park in the driveway for the winter.

11:09 p.m. Report of a female walking along Co Hwy 10 near US Hwy 10.  Unable to locate.

Thursday, Jan. 11

5:11 a.m. Disturbance between male and female.

4:05 p.m. Welfare check requested as someone called asking for help.

5:08 p.m. Assist with a medical.

Friday, Jan. 12

3:46 p.m. Vehicle unlock.

3:49 p.m. Complaint of a vehicle blocking a person’s mailbox. Officer advised to leave a nice note on the vehicle to see if that would remedy the problem.

Saturday, Jan. 13

2:52 p.m. Welfare check on a female.  All ok.

Monday, Jan. 15

9:08 a.m. Report of possible domestic abuse. Officer called party back but due to language barrier it could not be determined where the people were. Officer used google translate to talk and text with party, but nothing came of the incident.  

Tuesday, Jan. 16

2:58 p.m. Female reporting mechanical issues with her vehicle and it would be left in a city parking lot until tomorrow when they would trailer it home.

5:48 p.m. Report of a loose dog running around by the elementary. Officer returned the dog to its humans.

Thursday, Jan. 18

9:37 a.m. Employee background check for local business.

7:42 p.m. Female reporting she may have been scammed and sent money over the phone.
